The
WATER IQC II
The
Integrated Water and Coastal Resources Management Indefinite
Quantity Contract (WATER IQC II) is a 5-year IQC to provide
technical support for all aspects of integrated water and
coastal resources management (IWCRM) to USAID field missions,
regional bureaus and other USAID/W offices. This contract
is managed out of the USAID’s Bureau for Economic Growth,
Agriculture and Trade, Office of Natural Resources Management,
Water Team.
This
contract supports Strategic Objective (SO) 1 of the USAID
Office of Natural Resources, Bureau for Economic Growth, Agriculture,
and Trade (EGAT/NRM), “Increased and Improved Protection
and Sustainable Use of Natural Resources,” with special
emphasis on Intermediate Result 1.4, “Increased Conservation
and Sustainable Use of Freshwater and Coastal Resources.”
Scope
of Contract
The
scope of the WATER IQC II is extremely broad and includes
activities aimed at helping host countries carry out all aspects
of integrated water and coastal resources management, including
sustainable fisheries and aquaculture.

How
to Access WATER IQC II
Task
Order Issuance Procedure
All
USAID Mission/Bureau Contracting Officers (including Mission
Directors and Executive Officers) may issue Task Orders (TOs)
within their delegated authorities.
The
USAID/W Cognizant Technical Officer (CTO) must review the
prospective TO requirement or SOW for TOs at or above $2,500
and agree that it complies with the SOW for the basic contract.
The Task Order Contracting Officer (TO CO) negotiates and
administers TOs in accordance with the ordering procedure
set forth below. (Please refer to the IRG-Tetra Tech JV IQC
II contract for the detailed description of the required procedures.)

TO
COs must provide each contractor a fair opportunity to
respond to the TOs (exceptions apply). All contracts will
receive a request for TO proposal. The evaluation of proposals
may be based solely on cost/price but may also include
one or more technical factors. |

For
TOs estimated to be equal to or less than $100,000, The
Task Order Cognizant Technical Officer (TO CTO) will request
a TO proposal from each contractor after coordinating
the terms of the request for proposal with the TO CO.
TOs should clearly describe the SOW, period of performance
and maximum value. The TO CTO may not ask for more than
a 2-page cost proposal and, if it is deemed necessary,
may also ask for a technical proposal of no more than
3 pages. The TO CTO is not authorized to undertake discussions
or negotiations with the contractors. After completion
of evaluation, the TO CTO will draft a brief memorandum
to the TO CO recommending the award of the TO to the contractor
that has most successfully addressed the evaluation criteria.
The TO CO is responsible for the final selection, negotiation
and TO award. |

|
For TOs estimated to be more than $100,000 and equal to
or less than $2 million, the TO CO will request a TO proposal
from each contractor. The TO CO may not ask for more than
a 2-page cost proposal and, if the TO CO with concurrence
of the TO CTO deem it necessary, may also request past
performance information or a technical proposal of no
more than 10 pages. Other conditions are according to
item 2 above. |

For
TOs estimated to be more than $2 million, the TO CO will
request a TO proposal from each contractor. The TO CO
may use the simplified procedure described under 3 above.
The TO CO has discretion to decide how much documentation
above the minimum set forth above is needed to assess
the technical capability and cost of each contractor.
